Class UpdateFacilityWithIntegrationService

Updates a facility's name and optionally attaches or updates its integration credentials.

When an integration is provided:

• If the facility already has synced patients, rejects the update.
• If an active integration exists, updates its credentials.
• Otherwise, creates a new integration for the facility.

Also keeps the integration label in sync with the facility name.
