resolvePatientMergeDirection(

): Promise<PatientMergeDirection>
Resolves which patient is the merge source vs target from EMR rules. If exactly one patient is EMR-sourced, that patient is the target. If neither is EMR, primaryPatientId is the target and duplicatePatientId is the source.
