buildPublicStorageUrl(supabaseUrl: string, bucket: string, key: string): string
Build a public Supabase storage URL from its parts. Inverse of parseStorageUrl for the public-bucket case. Use this when constructing a URL server-side without needing the SDK's auth/session config.
