Access to form rows, on the ADMIN client (RLS bypassed). Visibility mirrors
forms_select_owner_or_org_shared, but narrower: the user created the form OR it is shared with
the user's CURRENT org (share_with_org = true AND org_id = :entityId), not every org the user
belongs to via current_user_entity_ids(). Superadmin is deliberately not special-cased on the
READ side, so a superadmin reading a form they neither own nor share an org with gets null
here, even though the RLS policy would grant them select. The EDIT side does special-case it —
see formEditablePredicate.
