    The Utilization facility index for the caller's org: every active Kipu facility with its totals over the range, plus the org's distinct active patients, which is not the sum of the per-facility figures when a patient was admitted at two facilities in the range. Tenant comes from the session, never from input. The org's freshness is its least fresh facility among those with services in the range: a dormant location whose integration stopped months ago would otherwise warn on every page while the numbers shown are current.
